The time has come for me to retire from the active practice of law. My last day of practice before retirement will be March 31, 2016.
I have worked with my partner, Srinoi G. Rousseau , and Office Manager/Paralegal, Deirdre O’Connell, at Camp Rousseau Montgomery, LLP for many years. So there will be people in whom I have complete confidence, to look after you. Beginning with my retirement, the firm will be known as the Law Office of Srinoi G. Rousseau, and will be located at 1001 Marina Village Pkwy Ste 400, Alameda CA 94501-6401. The fax number will also change, to 510-523-7279, but the phone number will remain 510-465-3885.
After 34 years in practice, I will miss my colleagues and my clients. Fortunately I am in good health and prepared to pursue other interests, but such transitions are never easy.

Honored eight times. Partners Katherine A. Montgomery and Srinoi G. Rousseau of Camp Rousseau Montgomery, LLP, have been designated again as Northern California Super Lawyers.
We haven’t been spending our time updating our web site, but we are working hard for our clients and their loved ones. We’re a group of people who believe in keeping the high cost of legal representation as low as possible.
We have a new conservatorship client, who hired us in place of their previous counsel. We were shocked to see the fee request that attorney submitted, and was awarded by the Court. It was in the neighborhood of $33,000 to establish an uncontested conservatorship and settle the first account. If we charged those types of fees, it would make it impossible for us to sleep at night. We charge a fraction of that outrageous fee and feel it is a duty and responsiblity to save the money for the care of the conserved person.

We haven’t been spending our time updating our web site, but we are still here, with our heads down, working hard for our clients. We’re a group of people who believe in keeping the high cost of legal representation as low as possible.
One small example: we make extraordinary efforts to settle a matter on the first date scheduled by the Court (the alternative is known as “continuing” a hearing, and puts it off to a later date, usually 6 weeks in the future). This may seem a trivial thing, but it avoids hourly charges to our clients for traveling to a hearing, waiting for the case to be called, appearing before the Judge, and traveling back to the office. In order to accomplish this, we strive to have our petitions “pregranted” by the Court, i.e., the Court finds no issue with the petition and issues the Order without the costly necessity of an appearance. In the cases where the Court does have questions, they typically make those known a day or two before the hearing. Rather than continue the hearing, we drop everything and draft a “clearing declaration” to address the Court’s concerns, get our client’s signature on it, and file it with the Court, usually on the same day. This is just one of the many ways we strive to protect the interests of our clients — both legal and financial.

Congratulations to Srinoi G. Rousseau, who was choosen as an update author for the Continuing Education of the Bar’s (CEB) Conservatorship Practice. The book is an authoritative publication that guides attorneys in their practice of the law. Srinoi revised Chapter 9, Bonds which examines and illuminates the practice of bonding, a sort of insurance policy for people who are handling others’ assets.
Srinoi will also be a panelist in October 2009 at the CEB’s Fundamentals of Elder Law Practice, a Continuing Legal Education (CLE) program for attorneys.
The panelists, well-known Elder Law specialists, will discuss:
- Scenarios that give rise to conflicts and ethical pitfalls
- What strategies are available to help your clients plan for long-term care—without undoing all their estate planning goals
- How to develop and economically manage an Elder Law practice
The CEB was founded by the University of California and the State Bar of California, CEB inaugurated CLE in California in 1947 to foster the professional development of California lawyers.

The Lifetime Achievement Award will be presented by the Honorable Carol A. Corrigan, Associate Justice of the California Supreme Court, at a luncheon where Belva Davis, Host of KQED’s This Week in Northern California, will serve as Mistress of Ceremonies.

Priscilla Camp will be presenting at an education program designed for professionals presented by the Institute on Aging entitled CAPACITY: WHAT IS IT? HOW DO WE ASSESS IT? WHAT HAPPENS WHEN WE LOSE IT?
Priscilla will co-lead the workshop Protect Your Clients, Protect Yourself: A Psychologist and Attorney’s Roadmap for Issues of Capacity, Decision-Making and Undue Influence in an afternoon session on September 16.
During this workshop, the presenters will explore the complex issues of diminished capacity, consent for care, evaluation of capacity and challenges of undue influence. Using case law, case studies and ethical regulations, they will introduce a road map to guide your actions from the onset of care, at difficult junctures of care management and when you suspect undue influence.

She will gather the basic facts about your legal concerns and the names of the people involved, in order to determine if we are the appropriate legal advisor for you. If we are a good match she will schedule a meeting with the appropriate attorney, tell you how to prepare for the meeting and what documents would be helpful to bring. If we aren’t an appropriate match, she will try to provide you with referrals and online resources. There is no charge for your conversation with Deirdre, but please choose a time to call when the conditions are optimal for you, for example, when you won’ t be rushed (allow 15-30 minutes), are in a distraction-free environment, and if at all possible, can call from a land line for the best connection quality.
Deirdre speaks with over 400 callers each year in this process and is remarkably suited to the task. She has an exceptional memory, tremendous compassion and empathy for the needs of our clients, and a well developed problem solving ability that she attributes to being the youngest of a large family. New clients often comment on how helpful she was when they first contacted our office.
Deirdre is a 1980 graduate of Yale University, where she majored in Political Science. She has managed law offices since 1988, and has worked with Priscilla Camp since 1991. She describes herself as a “people person”, and enjoys conversation, especially if it leads to helping someone move toward solutions. Her notes and suggestions are tremendously helpful to the attorneys as they begin working with new clients.

Super Lawyers are chosen by polling and peer evaluation, including 12 indicators of peer recognition and professional achievement. Five percent of California lawyers are so chosen each year. The objective of the Super Lawyer process is to create a list that is useful to consumers of legal services.

Priscilla Camp
PRISCILLA CAMP’S practice includes powers of attorney, probate, conservatorship, Medi-Cal eligibility for nursing home patients, capacity determinations, and trust administration.
She was Executive Director of Legal Assistance for Seniors and has served on the Boards of Legal Assistance for Seniors and Support Services for Seniors of Alameda County, as well as a number of other community organizations. She is a past President of Women Lawyers of Alameda County and a past Secretary of California Women Lawyers. A frequent speaker to Alzheimer Family Support Groups and other community groups throughout Alameda and Contra Costa Counties, she also lectures to attorneys, doctors and judges, and is a founding member of the National Academy of Elder Law Attorneys. Her column, The Senior Partner, has appeared in The Bulletin of the Alameda County Bar Association since 1991. She has chaired the Alameda County Bar Association’s Community Service Committee and the Elder Law and Conservatorship/Guardianship Committees of the Association’s Probate and Estate Planning Section, chaired the State Bar’s Legal Services Trust Fund Commission in 1994 and has served as a Settlement Conference Judge Pro Tem in the Probate Department.
She received the State Bar President’s Pro Bono Award for District 3 in 1990 and the Wiley M. Manual Pro Bono Services Award in 1999. She is a contributing author of three books by Continuing Education of the Bar (CEB): California Elder Law, 1993-2002; California Durable Powers of Attorney, 1996-2005; and Capacity and Undue Influence, 1999-2006. She has been included in the Northern California Super Lawyers list the past four years and was awarded a Lifetime Achievement Award in 2009 by Legal Assistance for Seniors.
A 1977 graduate of Golden Gate University School of Law, she has an MS in Educational Psychology from the University of Kansas and is currently a student at Church Divinity School of the Pacific Episcopal Seminary in Berkeley.
Priscilla retired from practice of the law as of the end of 2010.
